An interim board for the National Youth Council is expected to be appointed by the end of October, paving the way for the resumption of its disrupted general assembly elections.
In a recent statement, minister of education, innovation, youth, sport, arts and culture Sanet Steenkamp says the board would help finalise outstanding general assembly business following disruptions and threats of violence during earlier proceedings.
“The intention is to ensure the outstanding electoral business is concluded in an orderly, transparent and credible manner,” the minister says.
Steenkamp says she will work with the interim board to finalise its terms of reference and work plan before setting a date and venue for the general assembly.
The Electoral Commission of Namibia and the Office of the Attorney General have been approached to provide guidance and support. All grievances and objections relating to accreditation and participation will be resolved before the assembly resumes, while law enforcement will be on standby to prevent further disruption.
Meanwhile, the ministry is finalising amendments to the National Youth Council Act to address loopholes blamed for governance challenges during the 2024 and 2026 general assemblies.
Public consultations on the proposed amendments are expected to begin in November and continue towards the completion of a draft amendment bill by March 2027 for consideration by the Cabinet and subsequent legislative processes.
The National Youth Council management has also completed an integrated strategic business plan with support from the Namibian Institute of Public Administration and Management.
The minister is calling on youth organisations and affiliates to support efforts to restore stability, strengthen accountability and ensure the council serves young people effectively.
