Keynote address by Prime Minister Elijah Ngurare at Welwitchia University’s Second Official Graduation Ceremony

Dear esteemed guests,

It is a profound honour to stand before you today to deliver the keynote address at this prestigious occasion marking the graduation ceremony of 2025 at Welwitchia University. 

On behalf of the government and the people of Namibia, I extend my heartfelt congratulations to our graduates who have reached this milestone through hard work, dedication and resilience.

Today’s theme, ‘Driving Impactful Transformation through Training’, is both timely and imperative. It speaks to the very heart of Namibia’s development aspirations and the pivotal role education plays in shaping our collective future. Education, properly harnessed, is one of the most powerful engines of change for individuals, communities and nations alike.

Education as a catalyst for transformation

Education is transformative in nature; it shapes not only intellect but also character. It is the foundation upon which societies build progress, prosperity and peace. For Namibia, a young nation rich in cultural heritage and natural resources, education remains a key to unlocking the full potential of our people and achieving our Vision 2030. Through education, barriers of inequality are broken down, opportunities are created, and voices previously marginalised find strength.

At Welwitchia University, the rigorous training you have received goes beyond academic instruction; it prepares you for leadership by fostering critical thinking, ethical decision-making and social responsibility. These qualities are essential in addressing the complex challenges facing our nation and the world.

The graduands: agents of change

Graduates, today you join an elite cohort entrusted with the considerable responsibility of contributing to Namibia’s transformation. Your training equips you to be innovative problem-solvers who dare to challenge the status quo, compassionate leaders who seek inclusive growth and adaptable lifelong learners attuned to the demands of a globalised world.

The transformation that Namibia envisions is social, economic and environmental, and it requires your active participation. Whether in agriculture, science, technology, business, public administration, education or health, the skills and values you have mastered here empower you to create meaningful impact not only in your chosen profession but also on broader society.

Consider, for instance, those of you graduating in nursing. In a country where access to and quality of healthcare remain critical issues, you stand at the forefront of a sector that saves lives every day. Your practical skills, combined with empathy and professionalism, will be instrumental in enhancing healthcare delivery nationwide, especially in rural and underserved areas. You will be pivotal in combating diseases, promoting wellness and supporting our nation’s health goals.

To those graduating in Monitoring and Evaluation and Project Management, your expertise equips you to ensure that development projects and programmes are executed effectively, transparently and with impact. As Namibia strives to meet its Sustainable Development Goals, your role will be critical in tracking progress, improving service delivery, optimising resources and ensuring accountability. Your work will empower decision-makers with data-driven insights that shape better policies and ultimately transform communities.

Graduands in education carry an equally vital responsibility. As educators, you will mould the minds and values of future generations, fostering a culture of knowledge, critical thinking and innovation. Education is the cornerstone of nation-building; your commitment will influence not only classrooms but also broader society by nurturing informed, responsible and active citizens who contribute to Namibia’s development.

Lifelong learning and adaptability

Transformation is not static; it is an ongoing process requiring continuous personal and professional growth. The world is changing at an unprecedented pace, driven by rapid technological advances, climate change, shifting geopolitical landscapes and evolving societal needs. This reality means that learning cannot end here.

Graduates, I urge you to embrace lifelong learning as a vital commitment. Your education has provided a foundation, but to remain relevant and practical, you must stay curious, seek new knowledge and engage critically with emerging ideas and technologies. An adaptable mindset will enable you to navigate uncertainties, pivot in response to challenges and seize new opportunities.

Integral to transformation is leadership grounded in integrity and a deep sense of social responsibility. Namibia’s journey has been defined by visionary leaders who placed the collective good above individual interests. Today, you are called to embody this same spirit.

As you receive your degrees, certificates and diplomas today, remember that you inherit the mantle of transforming Namibia’s future. It is a task both challenging and rewarding. Guided by the knowledge and training received, go forth confidently and purposefully.

Make a commitment to be change agents in your communities. Innovate solutions to pressing problems, uplift marginalised voices and champion equity and sustainability. Engage actively in nation-building and strive for excellence not only in your careers but in your service to society.

In a world that is increasingly connected, let your contributions be globally meaningful yet deeply rooted in Namibia’s unique context. Your voices, actions and leadership will shape the future of the Namibian nation and inspire future generations.
