Vice president Lucia Witbooi on Monday sent off outgoing sixth National Council members as their five-year term comes to a close.
Their term comes to an end on 26 November, following the regional council and local authority elections.
Speaking during the send-off ceremony, vice president Witbooi said the event not only signals the end of a parliamentary term but also the culmination of five years of dedicated public service, constitutional stewardship and democratic maturity.
“As we conclude the chapter of the sixth National Council, we pause to reflect on a term defined by diligence and dedication to the Namibian people,” she said.
The National Council, Witbooi said, remains a steadfast guardian of democracy, ensuring that the aspirations of Namibian citizens in every region find their voice in the national policy.
She said the council’s term coincided with a period of significant transformation and challenges, both nationally and globally, adding that through resilience, unity and steadfast leadership, the council had demonstrated an unwavering commitment to constitutional mandate as a chamber of review, regional representation and legislative oversight.
She added that the council reviewed 65 bills, covering areas of public finance, justice, procurement, taxation and health, ensuring that every law passed by parliament carried the voice and ethics of all Namibians.
The council also undertook the review of the standing rules and orders, established the Rules, Orders and Business Committee and adopted the strategic plan 2023/24–2027/28.
The council further implemented the e-parliament strategy, a transformative innovation that has digitalised the legislative process and guided parliament into a new era of modern governance.
The council also enhanced the parliament’s visibility and identity by introducing distinct legislative vehicle identification plates – a symbol of dignity and constitutional authority.
