Sankwasa directs NHE to keep CEO until until new boss takes over

The National Housing Enterprise (NHE) board has been directed to renew or extend the contract of chief executive officer (CEO) Gisbertus Mukulu until a new leader is appointed and assumes duty.

This is contained in a letter dated 25 June by minister of urban and rural development James Sankwasa.

In the letter addressed to NHE board chairperson Toska Sem on Thursday, Sankwasa said the move is necessary to ensure stability, institutional memory, and a smooth transition at the state-owned housing entity.

“The tenure of the current NHE board expires on 31 August 2026 and renewing Mukulu’s contract would help avoid a leadership vacuum while the recruitment process for a substantive CEO is being finalised,” reads the letter.

Sankwasa said Mukulu’s contract should be renewed and/or extended until the end of September or until a new CEO assumes duty, whichever comes first.

The directive follows earlier engagements between the ministry and the NHE board regarding the extension of Mukulu’s employment contract and the tenure of the current board.

The minister further instructed the board to confirm in writing the implementation of the directive by 3 July.

The development comes at a critical time for NHE as the institution navigates a leadership transition amid ongoing efforts to address housing delivery challenges across the country.
