MP calls for RCC CEO investigation over tender corruption

Landless People’s Movement (LPM) member of parliament Utaara Mootu has asked prime minister Elijah Ngurare to have Roads Contractor Company (RCC) acting chief executive officer Dasius Nelumbu investigated for tender corruption.

Mootu yesterday told parliament the reckless mismanagement of funds by the RCC board and Nelumbu has depleted institutional resources.

In 2023 Nelumbu allegedly hand-picked four companies linked to him and awarded them a N$4-million unauthorised dam contract.

The Namibian understands that the Anti-Corruption Commission (ACC) is now investigating the case.

“I call for immediate and independent investigations into the appointment of the interim chief executive and the financial transactions authorised during his tenure, the procurement practices and the potential abuse of authority. We are also asking for the suspension of the chief executive and the board,” she said.

“There is credible information suggesting the chief executive continues to engage directly with suppliers, in violation of procurement regulations and the Public Procurement Act, which strictly prohibits such direct involvement by executive leadership in supplier relations.

“There is an earth dam contract that was intended to be awarded to the RCC from the ministry of agriculture and these talks between the two parties began in November 2023,” she said, adding that “Nelumbu on December 2023 made unauthorised payments of over N$4 million to four different companies which are believed to be linked to him as well as the board members and the board chairperson”.

According to Mootu, the construction of the dams only began in December 2024.

“These companies got handpicked by Dasius and millions were paid without any contract awards, designs for the dams, or a contract award from the agriculture ministry.

The Namibian recently reported that the ACC is investigating Nelumbu over corruption allegations involving three tenders.
