City orders removal of illegal electricity in informal areas

The City of Windhoek says all illegal electrical wiring at Otjomuise, Okuryangava, Hakahana, Goreangab and Havana must be removed immediately.

This follows an increase in illegal and unsafe electrical connections in various informal settlements, which according to the city pose threats to life and property.

In a statement issued on Monday, the city says the wires are often installed by unqualified individuals and residents without proper knowledge of electrical safety, putting communities at risk.

“We have over the past five years recorded more than eight deaths and injuries due to electrocution and fires caused by the illegal setups. Illegal electricity connections are not only unlawful but also extremely dangerous,” the statement reads.

It says the removal is in line with the Electricity Act and the City of Windhoek supply regulations which prohibits the redistribution or secondary supply of electricity without the city’s approval.

The city will commence a city-led removal of all illegal electrical connections in September. Offenders found with illegal connections will face penalties, immediate disconnection and will be required to settle any outstanding dues before services are restored.

The city says the initiative is part of the ongoing electricity safety campaign launched in 2020 which aims to protect lives and promote safe, legal access to electricity.

Meanwhile, the Khomas Ratepayers and Residents Association says the city must do more than cut illegal connections.

It must expand infrastructure, lower connection costs, speed up legal hookups and engage communities, the association says.

“It can give residents affordable, legal access instead of just penalties. Residents, these people are failing us, it’s clear we are on our own but if there are no alternatives we must be creative,” the association says in a Facebook post released on Monday.
