Central bank announces senior leadership changes

The Bank of Namibia has announced several senior leadership promotions, appointments and re-designations as part of its continued commitment to institutional strength, continuity and agility.

In a statement, the central bank says the changes reflect a forward-looking approach to building a resilient institution with broad-based expertise to serve Namibia’s evolving economic and financial landscape.

Among the appointments, Moudi Hangula has been named director of legal, governance, risk and compliance.

She previously served as branch manager of the Oshakati branch and as a principal analyst in the national payment systems department.

Hangula is an admitted legal practitioner of the High Court and holds a law degree from the University of Namibia (Unam), along with postgraduate qualifications in telecommunications, policy, regulation and management from the University of the Witwatersrand, and a senior management development programme from the University of Stellenbosch.

Anthea Angermund has been appointed director of financial markets. She served as deputy director for investments and domestic markets since 2022 and has close to 15 years’ experience across stockbroking, private equity and asset management.

Angermund holds a bachelor of business science degree from the University of Cape Town and is a chartered financial analyst (CFA) charterholder.

Helvi Fillipus has been appointed economic adviser in the governor’s office. She has experience in central banking, financial markets and public finance, having worked in the research and financial markets departments.

Fillipus serves on the bank’s monetary policy committee and holds a master of commerce in money and banking with distinction from the University of the Free State, and a bachelor of economics degree from Unam.

She has also completed executive and fellowship programmes at Harvard University, George Washington University, the Media Management Institute and the University of the Witwatersrand.

Petrus Shifotoka has been seconded as head of the Namibia Deposit Guarantee Authority. He has 15 years’ experience at the bank, having held roles in research, financial sector development and macroprudential surveillance.

His most recent position was deputy director for bank resolution and deposit insurance. Shifotoka holds a bachelor’s degree in statistics from Unam and a master’s degree in economics of development from the International Institute of Social Studies at Erasmus University in The Netherlands.

The bank also announced re-designations within its leadership.

Ancois Plaatje has been re-designated as director of financial stability and macroprudential oversight.

She brings 24 years’ experience in banking supervision and financial stability, and holds a bachelor of accounting degree from Unam and a master of science in banking and international finance from the University of Salford in Manchester, United Kingdom.

Magreth Tjongarero has been re-designated as director of banking supervision. She has 24 years’ experience in auditing, risk management and business continuity.

She holds a bachelor of accounting from Unam and a master of science in banking and international finance from the University of Salford in Manchester, United Kingdom.

The central banks says it wishes the appointees success as they take up their responsibilities in advancing the institution’s mandate and contributing to Namibia’s economic progress.
