TotalEnergies will be the sole supplier of petroleum and diesel to Namibia from November 2026 to January 2027, offering a discount that will save the government N$220.5 million.
Minister of industries, mines and energy Modestus Amutse on Monday evening announced that Total was selected as the successful supplier to import 345.3 million litres of fuel over three months.
“The winning bid offers a discount of 61 cents per litre on diesel and 71 cents per litre on petrol.
“Over the three months, it amounts to a saving of approximately N$220.5 million compared to the current arrangment,” he said.
Prior to May, the government paid supplier premiums on each litre of fuel.
For May to September, Vitol was selected as the sole supplier of fuel to the country.
Amutse in May said the company was selected because it offered to supply fuel without premiums.
“In the last supply round [during which Vitol was selected], the ministry removed that premium entirely: Fuel was supplied at the basic fuel price, with nothing added.
“This round, we have gone a step further. All four companies that submitted bids offered to supply at a discount to the basic fuel price,” Amutse said.
These savings will allow the National Energy Fund to stabilise fuel prices for consumers, he said.
The minister said TotalEnergies was selected as the importer, with its trading arm Totsa supplying the fuel, after a competitive bidding process.
Bids were judged on price, qualification of bidder, risk to the country’s fuel supply, and the track record of each supplier, he said.
“It is competition among [the bidding groups] that delivered this result, and the ministry will continue to use open competition to buy the country’s fuel on the best possible terms,” Amutse said.
