What About Hamakari Day Public Holiday?

MY concern is with the public holidays.

Who decides that a day should be a public holiday? What criteria does he /she use to do that? For a day to be a public holiday how many or who must die or what national issues must have happened on that day. Which ethnic group must have been involved in the particular activity? My reason for above mention question is the Hamakari Day that happened in 1904.The Hamakari genocide was the first of its kind in Namibia and Africa as a whole.About 65 000 Namibian lost their lives and fled the country to Botswana, SA and other African countries.Until today a lot of them are still in Botswana and some have lost culture and language because of that massacre.The query is why is this day not a public holiday in fact this year is the 100th year of the genocide and we, the Namibians, should have honoured it with the public day so that we can sit down and discuss, feel the pain and relive this event.If we look at other days like Cassinga, Ongulumbashe, others have got a public day were we learn what happened and how many people lost their lives.Is it because Swapo was involved in those days? National issues should not be linked to political parties or certain ethnic groups.Let’s be fair and treat any event of this nature as equal to the others in order to make Namibia a one nation state or otherwise some will feel marginalise and we know the result of that!
