UDF outlines its policies

THE United Democratic Front says it will give one third of each farm owned by a white commercial farmer to long-serving farmworkers, if voted into power.

Launching the party’s election manifesto yesterday, UDF President Justus //Garoeb said they have a land reform plan under which a part of each farm owned by a commercial farmer will be redistributed to a generational farmworker and reduce the percentage of tax paid by the farmer. Calling himself the “visionary patriot” in the manifesto, //Garoeb said the UDF Government, white farmers and the recipient farmworkers will enter into an agreement. The commercial farmer will utilise labour from the affirmative action farmer while the latter will use the other’s equipment at a cost. The UDF leader said the Government will see to it that the contract is adhered to and will also come up with legislation to provide loans to blacks who do not want to farm but want land for other type of business. He said the ruling Swapo party promised 50 000 jobs five years ago but failed to do so.He boasted that the UDF could do better by providing 100 000 jobs through a four-year plan that would mostly benefit lowly paid people.Under their plan, //Garoeb said, the UDF intends to assist employers by paying 50 per cent of the salaries for their workers for two years. The employer will be obliged to guarantee at least five years of employment to the workers. In return such employees will pay their tax and all will be winners, he said. The veteran politician said his government would use about N$1,2 billion for the four-year plan to create the 100 000 jobs. The money would be raised through heavy income tax for the rich, increased alcohol tax, heavy tax for environmentally unfriendly industries and payment of dividends from parastatals.//Garoeb said his government would raise N$300 million in four years through income tax, another N$300 million through alcohol tax and the same amount from companies that are guilty of pollution, while N$150 million would come from State-owned enterprises.caption UDF President Justus //Garoeb.Calling himself the “visionary patriot” in the manifesto, //Garoeb said the UDF Government, white farmers and the recipient farmworkers will enter into an agreement. The money would be raised through heavy income tax for the rich, increased alcohol tax, heavy tax for environmentally unfriendly industries and payment of dividends from parastatals.//Garoeb said his government would raise N$300 million in four years through income tax, another N$300 million through alcohol tax and the same amount from companies that are guilty of pollution, while N$150 million would come from State-owned enterprises.caption UDF President Justus //Garoeb.
