Tsumkwe police appointment sparks tribalism concerns

THE appointment of a new station commander at Tsumkwe has sparked concerns of tribalism after community activist Calvin Kazibe raised flags over choosing someone not from the town.

This comes after inspector Kaarna Mutota, a training officer at Otjiwarongo, was appointed at Tsumkwe.

Otjozondjupa regional commander commissioner Philip Hidengwa has confirmed the appointment replacing inspector Cwi Coma, who had served in the position on an acting basis.

Kazibe yesterday told The Namibian that if the police could not promote Coma, who has been an inspector for 10 years, then he should have been made station commander with his rank as inspector.

“We’re tired of oppression. Why bring someone to come command us in our own place if we have the ability to head institutions? That’s unacceptable,” he said.

Kazibe, in a letter to inspector general Joseph Shikongo, seen by The Namibian, argues that appointing someone from outside the local context risks alienating the very people they depend on for cooperation and trust.

He further says it would be a grave oversight to overlook someone who embodies the values and understanding needed to foster trust in law enforcement.

Moreover, if the decision to appoint a new station commander stands, he says, it will be perceived as an act of marginalisation towards the community.

“We are prepared to raise our voices and demonstrate against this decision, as it would not only undermine the hard work and effectiveness of our acting station commander but also continue a pattern of neglect toward our community’s desires and needs,” he says.

He urges Shikongo to reconsider the decision and to recognise the potential for growth and stability that promoting the current acting station commander would bring to the Tsumkwe police station.

He argues that choosing someone from within the community not only solidifies trust but also fosters a more engaged and effective force.

“I strongly believe that the position of station commander should be awarded to him [Coma], either through a promotion to senior inspector or by confirming him as the inspector in charge.

His dedication, experience and rapport with the local San population make him a valuable asset, and he serves as a role model to others in our community.

As you rightly stated in your previous speech during your visit, it is essential for leadership positions in law enforcement to reflect and support the communities they serve,” he says.

Hidengwa cautions against such narratives, stating that it could spark tribalism.He says appointments are not done based on tribes but on performance.
