THE Rally for Democracy and Progress says the lifting of Paulus Kapia’s suspension by Swapo’s Central Committee is tantamount to pre-empting the High Court’s decision on the missing N$30 million from the Social Security Commission (SSC).
The Swapo CC decided on Saturday to lift Kapia’s suspension after nearly five years and said it was done following their own internal investigation into his role in the Avid scam.’While we have no personal issues with Mr Paulus Kapia, we are concerned about the serious corrupt allegations against him, namely the swindling of N$30 million. Corruption is a serious crime not only in Namibia but also in the whole world. As far as we know, the Namibian High Court has not as yet pronounced itself on this case,’ RDP secretary for information Jeremiah Nambinga said in a statement yesterday. He said Swapo should have waited for the court to pronounce itself before lifting the suspension. The RDP said they were surprised that the decision was taken by a meeting chaired by President Hifikepunye Pohamba, who vowed to address corruption head-on without fear or favour when he took over the reins of the Government.’But, in the process, it is the same President who presided over the Politburo of the party which decided to reinstate one of the senior employees of TransNamib whose board of directors had decided to dismiss him on the basis of corruption charges,’ Nambinga said.He said Swapo and Government was inconsistent as it was suspending or arresting some people while others were being reinstated.’Why these inconsistencies? Is it because corruption has indeed become official in Namibia with the blessing of the Head of State?’ Nambinga asked.
