Student Bemoans Missing Monies

I Am a student at Ogongo Agricultural College, I came to find out that the Ministry of Education has been paying out yearly loans to students who where paying for themselves while repeating a year.

In my third year, I found out that while I was repeating the second year in 2004 on my own cost, the Ministry claimed to have paid my third-year loan to the College in 2004, which they claim never to have received. Now I am doing my third year and the College allowed me to continue my studies even though my fees have not been paid by the Ministry of Education as they claim.The reason that was given to me at the start of the year was that they couldn’t find my file and in June 2005 I got a payback form from the Ministry of Education which claims I must pay back my full loan from the first to the third year.The College and the financial administrator and vice-principal argued that the money was never paid in and in September I went personally to the Ministry of Education bursary section to find out about the claims of my lost files and unpaid loan and after finding my loan file the Ministry worker declared that the money was paid in 2004 and I should go back to the college as there is no problem with my loan, but still the College’s financial administrator alleged that the Ministry of Education now claims it can’t find the pay sheet that the College is requesting from them and all appears to be lost again.I came to find out that it is not only me but other third- and first-year students are also facing the same issue of their funds not being paid.Is it only with Ogongo students or is this happening all around with educational bursary money going missing and where does this money go?
