THE SPORTS COMMISSION Act provides a framework for sport bodies in Namibia to operate within. However, concerns have been raised about the effectiveness of the act in ensuring accountability and transparency in sport governance.

(1) Every national sport body and national umbrella sport body must submit to the commission within 90 days after the end of its financial year – (a) (b) (2) a report on its activities during that financial year; and an audited balance sheet and income and expenditure account for that financial year together with the auditor’s report.
Every national sport body and national umbrella sport body must submit to the commission, before the end of its financial year, its estimate of income and expenditure for the next financial year.
KEY CONCERNS
1. Lack of parliamentary oversight: The absence of a portfolio committee to oversee sport bodies has raised concerns about accountability and transparency in their operations and financial management.
2. Financial management issues: A concerning trend has been observed in the operations of some sport bodies, characterised by unchecked spending and a lack of adherence to proper financial parameters.
RECOMMENDATIONS:
1. Establish a portfolio committee: The Namibian parliament should establish a portfolio committee on sport to provide oversight and hold sport bodies accountable for their reports and actions.
2. Strengthen financial regulations: Develop and implement robust financial regulations and guidelines for sport bodies, outlining clear parameters for spending, budgeting, and financial reporting.
3. Regular financial audits: Conduct regular financial audits of sport bodies to ensure compliance with financial regulations and identify areas for improvement.
4. Financial training for officials: Provide training and capacity-building programmes for sport bodies officials on financial management, budgeting, and reporting to enhance their skills and knowledge.
5. Independent oversight: Consider establishing an independent body or committee to oversee financial management and operations of sport bodies, ensuring accountability and transparency.
CONCLUSION:
The establishment of a portfolio committee and strengthening of financial regulations would enhance accountability and transparency in Namibian sport bodies. This would ensure the Sports Commission Act achieves its intended purpose and promotes good governance in sport.
