Slaughter In Towns

I WAS shocked when I read something of someone being threatened by City Police because of slaughtering a dog for barbecue and also being threatened because of not having a licence.

I am always seeing Windhoek residents going out to the nearest farms to buy goats for their barbecue, and where they slaughter them nobody knows. I have seen people slaughtering a goat cruelly especially if it is for a braai (barbecue).I am not sure whether these individuals have a licence to slaughter a goat in town.Do I have no right to go to the north and bring my dog and slaughter it in Windhoek or any town? Or is it only allowed for goats and sheep to be slaughtered in town?H.
