Sankwasa appoints administrator at Katima Mulilo Town Council

Minister of urban and rural development James Sankwasa has appointed Marina Kandumbu as the administrator for the Katima Mulilo Town Council, which he dissolved last month.

Kandumbu, a former parliamentarian, has been appointed effective 1 September until the new town council will be elected during the regional and local authority elections in November.
Sankwasa, during the official announcement on Thursday, said Kandumbu will be his representative that will manage the affairs of the council.

“In terms of section 92 of the Local Authorities Act that allows me to appoint a representative to manage the affairs of the council in the place of the minister, I have appointed Kandumbu as my manager of the council,” he said.
In a widely circulated Government Gazette notice dated 15 August, it states Sankwasa used powers vested in him under section 92 (2) of the Local Authorities Act of 1992 to dismiss the Katima Mulilo Town Council.

Mayor John Ntemwa (Swapo), deputy mayor Lascan Sikosi (Popular Democratic Movement), management committee chairperson Namangolwa Mapenzi (Swapo), management committee members Lister Shamalaza (Swapo) and Christina Simanga (Swapo), as well as ordinary members Simasiku Mukendwa (National Democratic Party (NDP) and Charles Musiyalike (Independent Patriots for Change (IPC)) are now deemed as former councillors.
Sankwasa had given the council an ultimatum in July to rectify alleged governance and management irregularities at the local authority or they would face consequences.
