Remarks by Elsie Nghikembua at the opening of the polls for the Regional Council and Local Authority elections

Good afternoon.

Today marks a significant milestone in our democratic journey as we open the polls for the seventh Regional Council and Local Authority elections. On this day, 26 November 2025, we stand at the forefront of a vital democratic exercise that empowers our citizens to choose their representatives at both regional and local governance structures.

This morning, we observed the opening of the polls. The Commission would like to update you on the progress made thus far. Voting commenced at 07h00 at all 4 827 polling stations across the country. All polling stations opened on time, and reports indicate that the process is proceeding smoothly in all areas. Voter turnout has been encouraging, with many citizens arriving early to cast their votes. I am pleased to note that the measures implemented to ensure efficiency and accessibility at polling places for all voters, particularly persons with disabilities and the elderly, are functioning effectively, enabling every Namibian to participate fully.

We have established strict protocols to ensure the integrity of the electoral process. Political party and candidate agents are present at various polling stations to observe and monitor the polling process. Accredited observers from various organisations are also present to observe proceedings and ensure transparency. We welcome their presence, as it reinforces the credibility of our electoral system.

Despite mild rainfall in parts of the country, including Zambezi, Oshikoto and Khomas, the voting processes have not been disrupted, and we continue to monitor these weather patterns closely.

An election is not just a procedure; it is a demonstration of our democratic rights and responsibilities. I urge all registered voters in the 120 constituencies – 119 contested, with Mankupi uncontested – and 59 local authorities to step up, exercise their right to vote, and actively participate in these elections.

As the polling process continues throughout the day until 21h00, I encourage patience and respect among voters and election officials. Let us remember that this is a time for unity as we work together to further our democratic ideals.

In closing, I thank you all for your commitment to our democracy and encourage every Namibian to make their way to the polls. Let us show the world the strength of our democratic spirit.
