PSC turns down Karas Council’s staff transfers

THE Public Service Commission delivered a slap in the face to Karas Regional Council, when it rejected a management decision to rotate two staff members.

The rejection came after Council decided to rotate its assistant accountant Hendrik Afrikaner, to its meeting section as meeting administrator, while Adnan Boois was moved to Afrikaner’s former position in December. It emerged in a letter to Public Service Commission, seen by The Namibian, that the transfers were done to ensure Council’s administration effectiveness. In an earlier interview, Afrikaner told The Namibian that his transfer came immediately after Council’s Chief Executive Officer, Salmaan Jacobs levelled accusations against him and a fellow colleague in the Council’s finance department of leaking information to this newspaper.”After the accusation, I received a letter from Jacobs informing me that I have been shifted to another department – as meeting administrator,” Afrikaner said at the time.In a letter to Council, the Public Service Commission said it rejected the transfers on the grounds that Afrikaner had turned down his transfer and that the skill requirements for the meeting administrator post are different to those of the assistant accountant post.In addition, Council had failed to seek approval from the commission before implementing Afrikaner’s transfer.Regarding the transfer of Boois, the Public Service Commission said Boois lacked the qualifications required for the post of assistant accountant.
