Oshana says it’s ready to implement strategic planning

THE Governor of the Oshana Region, Clemens Kashuupulwa, says the Oshana Regional Council is the first regional establishment to declare that it is ready to use funds provided by the Finnish government to develop strategic plans.

Kashuupulwa announced this at the signing of an agreement on the development of the Council’s strategic management plan following a three-day workshop held at Oshakati last week. Kashuupulwa said all regional councils are required to have strategic management plans, as a matter of public policy, in line with directives from the Office of the Prime Minister. The workshop was led by the representative of BSM Capacity Building Solutions, Dr Boniface Mutumba, the Chief Development Planner of the Ministry of Regional and Local Government, Sikume Sikume, Chief Efficiency Analyst in the Prime Minister’s Office Kenneth Mbangu and the Chief Regional Officer of Oshana, John Kandobo.Mbangu said the strategic plan would enhance management capacity, and consequently deliver increased value to the electorate.Mbangu also noted that the plan would became an effective management tool in the day-to-day management of the Oshana Regional Council.”It will accord Council an opportunity and position itself in the arena of the national high-level initiatives, and concomitant challenges faced, co-ordinating and enhancing socio-economic development planning and implementation,” he said.A second workshop will be held later this month.Kashuupulwa said all regional councils are required to have strategic management plans, as a matter of public policy, in line with directives from the Office of the Prime Minister. The workshop was led by the representative of BSM Capacity Building Solutions, Dr Boniface Mutumba, the Chief Development Planner of the Ministry of Regional and Local Government, Sikume Sikume, Chief Efficiency Analyst in the Prime Minister’s Office Kenneth Mbangu and the Chief Regional Officer of Oshana, John Kandobo.Mbangu said the strategic plan would enhance management capacity, and consequently deliver increased value to the electorate.Mbangu also noted that the plan would became an effective management tool in the day-to-day management of the Oshana Regional Council.”It will accord Council an opportunity and position itself in the arena of the national high-level initiatives, and concomitant challenges faced, co-ordinating and enhancing socio-economic development planning and implementation,” he said.A second workshop will be held later this month.
