The National Assembly on Monday confirmed the appointment of Esther Kaapanda as its substantive secretary with immediate effect.
Her confirmation follows her service in an acting capacity since 2 May, and is made in line with the Namibian Constitution and based on the recommendation of the Public Service Commission.
“Kaapanda brings to the position over 30 years of senior public service experience, with a distinguished record in leadership, institutional governance, and policy implementation,” the National Assembly says.
She served as an executive director in the Ministry of Industries, Mines and Energy and Ministry of Works and Transport, as well as acting executive director in the land reform ministry.
She also held key administrative roles in the non-governmental and international sectors. She served as an administrator/personal assistant to the country director of Ibis (WUS–Denmark), and as an organiser and interpreter for the United Nations Transitional Assistance Group.
Kaapanda holds a master of business administration and postgraduate qualifications in management from Henley Management College.
She also completed a diplomatic studies programme in 1998 under the Ministry of Foreign Affairs.
Throughout her career, Kaapanda has contributed to national development through strategic leadership and has represented Namibia in various regional and
international forums.
