Statement by Linda Aipinge-Nakale, acting executive director, Ministry of Information and Communication Technology, at the 28th Universal Postal Union Congress, Dubai, 19 September 2025.
The Namibian delegation extends its warm gratitude to the host country, the United Arab Emirates, for the hospitality shown over the past two weeks.
Namibia is honoured to have participated in the 28th Universal Postal Union Congress here in Dubai, and commends the adoption of the Dubai Strategy, which sets a forward-looking vision for the postal sector.
For Namibia, the development of a modern, inclusive, and sustainable postal sector is critical. The Dubai Strategy offers us an opportunity to strengthen digital inclusion, enhance e-commerce, improve cross-border trade, and expand access to essential government and financial services, particularly for our rural communities.
Aligned with Namibia’s sixth National Development Plan, we view the postal network as a vital enabler of socio-economic development, supporting job creation, innovation, and service delivery.
The congress outcomes will help us build a resilient, competitive, and people-centred postal sector that contributes directly to our national growth agenda.
Namibia renews its commitment to working closely with the Universal Postal Union and its member states to implement the Dubai Strategy and ensure that the postal sector continues to serve as a driver of development and inclusion.
Lastly, we take this opportunity to congratulate Masahiko Metoki and Marjan Osvald on their re-election as director general and deputy director general, respectively. Namibia further extends its best wishes to all the member countries elected to the Council of Administration and Postal Operations Council.
