Namibia and Russia conclude commission session in Windhoek

Joint communiqué issued following the 11th session of the Namibia–Russia intergovernmental commission on trade and economic cooperation. Windhoek, Namibia, 15–16 March 2026.

The 11th session of the intergovernmental commission on trade and economic cooperation between the Republic of Namibia and the Russian Federation was held in Windhoek from 15 to 16 March 2026.

The session was chaired by Selma Ashipala-Musavyi, minister of international relations and trade of the Republic of Namibia, and co-chaired by Yury Trutnev, deputy prime minister and special representative of the Russian president in the Far Eastern federal district.

The session was conducted in a cordial and constructive atmosphere, reflecting the longstanding friendship, solidarity and mutually beneficial partnership between the two countries and their peoples.

The commission reviewed progress achieved since the previous session and exchanged views on expanding cooperation in priority sectors, including trade and investment; energy, including nuclear energy for peaceful purposes; mining and mineral beneficiation; agriculture and food security; transport and logistics; education, science and technology; health and pharmaceuticals; tourism; youth, sport, arts and culture; legal cooperation; and defence and security cooperation.

The commission welcomed ongoing efforts to increase bilateral trade and encouraged the private sectors of both countries to pursue joint ventures, technology transfer and value-addition projects. The parties emphasised the importance of creating a favourable investment climate and expressed commitment to advancing negotiations on all pending agreements.

Both parties reaffirmed their commitment to strengthening people-to-people exchanges, academic cooperation and cultural ties as a foundation for long-term partnership.

The commission welcomed the successful convening of the Namibia–Russia business forum held in Windhoek on 13 March 2026, which brought together government officials, business leaders, investors and representatives of key economic sectors from both countries. The forum served as an important platform for promoting trade, investment, technology transfer and partnerships between the private sectors of Namibia and the Russian Federation. The parties expressed confidence that the engagements and outcomes of the forum will contribute to increased commercial exchanges, joint ventures and sustainable economic cooperation.

The commission agreed to intensify consultations between relevant ministries, agencies and business communities to implement the decisions of the 11th session and to explore new areas of mutually beneficial cooperation, including in the field of information and communication technology and mass media, cooperation in the field of space, and ensuring the sanitary and epidemiological well-being of the population.

On the sidelines, Yury Trutnev paid a courtesy call on the president of the Republic of Namibia. The meeting provided an opportunity to reaffirm the longstanding bonds of friendship, solidarity and cooperation between Namibia and the Russian Federation, as well as to exchange views on strengthening bilateral relations, expanding economic cooperation and addressing regional and global issues of mutual concern.

Yury Trutnev expressed deep gratitude and appreciation to the government and people of Namibia for the warm hospitality extended to his delegation during their stay in Namibia.

The commission agreed that the 12th session of the intergovernmental commission on trade and economic cooperation between Namibia and Russia will be held in the Russian Federation in 2027, on a date to be mutually agreed through diplomatic channels.
