MULUNGA TESTIFIES … Former National Petroleum Corporation of Namibia (Namcor) managing director Imms Mulunga on Wednesday testified in the Windhoek Magistrate’s Court in support of an application to be granted bail after his arrest two weeks ago. Mulunga told the court he is the father of 10 children, worked as petroleum commissioner in the Ministry of Mines and Energy for 12 and a half years and then was the managing director of Namcor from 2015 until his services were terminated in October 2024. A dispute with Namcor about his dismissal is pending in the Office of the Labour Commissioner, Mulunga said.
‘NO BENEFIT’ … Imms Mulunga, former Namcor managing director said a Namcor subsidiary, Namcor Petroleum Trading and Distribution, had a fuel supply agreement with the company Enercon Namibia in terms of which the Namcor subsidiary was the exclusive supplier of fuel products that Enercon supplied to the Namibian Defence Force (NDF). That agreement was followed by an agreement in terms of which the Namcor company bought Enercon’s service station assets at nine NDF bases for N$53.2 million in July 2022. Asked if he benefited personally from the asset purchase agreement, Mulunga said: “Absolutely not.”
‘CAR? WHAT CAR?’ … Former Namcor managing director Imms Mulunga said he does not own an Audi Q8 motor vehicle, was not given such a vehicle, does not possess such a car and was not offered one either. This is in response to a charge that Mulunga corruptly received gratification in the form of an Audi Q8 from Victor Malima, who is wanted in connection with alleged fraud and corruption at Namcor, in August 2022.
NAMIBIAN ROOTS … “I’ve got my roots here, there’s no way I will go anywhere else,” former Namcor managing director Imms Mulunga said during his bail hearing in the Windhoek Magistrate’s Court. Mulunga said he was born and bred in Namibia, has 10 children, is committed to standing his trial once released on bail, and does not believe the charges against him are strong. He is willing to pay a bail deposit of N$10 000, said Mulunga, who was arrested two weeks ago in connection with alleged corruption and fraud at Namcor.
‘’IT WASN’T ME’ … Former Namcor managing director Imms Mulunga, said as a managing director, he should not be held responsible for companies not paying back their debts to Namcor. He claimed that this was not the first time companies did not pay the petroleum company back for fuel.
MULUNGA ON THE STAND … Former Namcor managing director Imms Mulunga is due to return to the witness stand in the Windhoek Magistrate’s Court on Thursday for a second day of testimony in support of an application to be granted bail. Mulunga told magistrate Linus Samunzala on Wednesday that Namcor did not buy nine service stations at NDF bases from the fuel company Enercon in July 2022, but bought bulk fuel storage facilities from Enercon for N$53.2 million. Mulunga also said Enercon and its then directors and shareholders Peter and Malakia Elindi – now two of his co-accused in a case about alleged corruption and fraud at Namcor – did not defraud Namcor with that deal.
