Masake calls for strategic alignment in agriculture

Deputy minister of agriculture, fisheries, water and land reform Ruth Masake on Tuesday urged senior officials within the ministry to align their plans with international development priorities.

She said this during the ministry’s strategic planning workshop held at Swakopmund.

“We are not just here to develop routine documents. We are here to define our direction, our priorities and our impact for the next five years,” she said.

The workshop focused on analysing the strategic plan for 2025 to 2030 and the annual work plan for the 2025/26 financial year. These are expected to align with the Sixth National Development Plan, Vision 2030, Agenda 2063, the Sustainable Development Goals, and the Swapo manifesto and implementation plan.

Masake outlined key priorities, including the expansion of food production, development of agro-industrial value chains, enhancement of water infrastructure and increased focus on equitable land distribution and marine resource management.

“Our ministry is tasked with deliverables that are ambitious, but achievable. We must match vision with discipline, and planning with execution,” she said.

She also directed public enterprises under the ministry to align their strategies and budgets with national goals, saying that institutions must not “operate in silos or pursue fragmented agendas”.

She added that the Directorate of Planning and Business Development will lead the coordination of these efforts to ensure strategic coherence and optimal impact.

Masake further cautioned against corruption and urged officials to uphold the principles of fairness and justice.

“Our loyalty must lie with the people of Namibia. In all our dealings, we must uphold the highest standards of integrity,” she said.

She further called for evidence-based planning and collaborative leadership.

“Let us communicate openly and professionally. Let us correct mistakes without blame and solve problems without creating new ones,” she said.

The workshop brought together executive directors, regional managers, public enterprise leaders and other stakeholders.
