Kornelia Shilunga to head Petroleum Upstream Unit in Presidency

President Netumbo Nandi-Ndaitwah on Friday appointed former mines and energy deputy minister Kornelia Shilunga as special adviser and head of the Upstream Petroleum Unit in the Presidency.

Shilunga is deputised by Carlo McLeod as special adviser and deputy head of the Upstream Petroleum Unit.

The two special advisers are expected to establish the Upstream Petroleum Unit in the Presidency, review the existing regulatory framework and propose policies for the governance of the petroleum industry, including the effective and efficient management of the upstream petroleum sector, according to an announcement from the Presidency.

Shilunga was a member of the National Assembly from 2015 to March 2025 and served as the deputy minister of mines and energy during the same period.

McLeod served as deputy general manager at Chevron Namibia from 2023 to 2025 and also as the deputy director in the Petroleum Affairs Directorate of the Ministry of Mines and Energy from
2015 to 2023.

“President Netumbo Nandi-Ndaitwah expresses confidence in the respective abilities of Shilunga and McLeod to execute their duties and wishes them well in the execution of their
assignments,” reads the Presidency’s statement.
