Kapia to quit

FORMER Works Deputy Minister Paulus Kapia has agreed to resign from the National Assembly after a marathon meeting with Swapo President Sam Nujoma, ruling party sources revealed yesterday afternoon.

Details about what sort of agreement was reached were still sketchy at the time of going to press but the suspended Swapo Youth League Secretary General is said to have agreed to step aside at the request of the party’s politburo after a protracted meeting with Nujoma. Swapo Secretary General Ngarikutuke Tjiriange, acting on the instructions of the politburo, wrote to Kapia last month, asking him to resign from the National Assembly. However, he defied the order, allegedly after he consulted one of the party’s top leaders and was instructed not to resign.Kapia was suspended from all party duties pending an internal investigation into his involvement in the bungled Avid-SSC N$30 million investment. The politburo, consisting of the party’s president and vice president, secretary general, deputy secretary general and 17 other members.has the power to expel any member of the party except the president, vice president, secretary general and the deputy secretary general. If Kapia had refused to resign, the politburo would have had no option but to expel him as a Swapo member. It was not clear yesterday when exactly Kapia would resign from Parliament but his decision will be communicated to the politburo, through its Chairman, Nujoma, and the Speaker of the National Assembly.Swapo Secretary General Ngarikutuke Tjiriange, acting on the instructions of the politburo, wrote to Kapia last month, asking him to resign from the National Assembly. It was not clear yesterday when exactly Kapia would resign from Parliament but his decision will be communicated to the politburo, through its Chairman, Nujoma, and the Speaker of the National Assembly.
