Inclusivity to guide NDP5 agenda

UNLIKE its predecessors, the fifth National Development Plan NDP5 seems to be set to be an extraordinary national development plan with its agenda being set by the stakeholders themselves.

The National Planning Commission (NPC)’s public relations officer Fillemon Nangonya said this last Friday when The Namibian enquired about the NDP5’s formulation process.

“Wider consultations and inclusivity are the key principles guiding the crafting of the next national development plan. We want to ensure ownership and motivation for the speedy implementation of NDP5 in the spirit of no sector or part of society or community to feel left out, ” he stated.

Nangonya said this time, the NPC will scale up consultations in every step of the planning cycle, namely planning; implementation; monitoring and evaluation.

At this stage of planning, they have consulted a variety of stakeholders such as the private sector under the banner of the Namibia Chamber of Commerce and Industry (NCCI); parastatals; ministries; agencies; and youth groups, while plans are at an advanced stage to meet civil society organisations and development partners this week.

“All consulted stakeholders have really contributed fruitfully, and are happy to have been included in the national planning process. We also want to assure them that their identified issues will for sure set the next agenda, ” assured Nangonya.

Issues raised so far are centered on the economic, social, environmental and governance scopes.

In the same spirit of inclusivity, he urged regional communities to prepare themselves for consultations, which will take place in June.

These consultative processes will receive official public blessings from President Hage Geingob, also in June.
