Grading The Learners

ACCORDING to our education system Grade 10 learners are not allowed to repeat the grade when they fail.

That results in dropouts and children being taken care of by their parents, sometimes for life. It also contributes to crime and a sick society because of the effect that such a failure has on the home environment.My question to the Ministry of Higher Education is: what importance do the Grade10 external exams have? In the past you could at least still get a job with a Grade 10 certificate.Nowadays it means nothing.Why not do away with the Grade 10 external exams and allow children to continue to Grade 12?
