Executive directors must answer for failing to implement budget, MP Sheya says

Swapo parliamentarian and former Kunene region governor Marius Sheya says executive directors in all organisations, ministries and agencies should be subpoenaed and held accountable for failing to implement the government’s budget.

Sheya said this during a discussion of the 2026/27 national budget in the National Assembly on Wednesday.

“For 12 months, we are abused by motions every day and oral questions but our commandment is oversight and we need to take our mandate very seriously and therefore I call upon all of us in parliament to take our role seriously and we hold [accountable] those that are responsible to execute the budget account through oversight,” he said.

Sheya argued that it is time for the parliament to look beyond political parties and subpoena executive directors to relevant committees because of a lack of implementation.

He said this needs to be done, and argued that the country’s resources are developing other countries. Sheya gave an example of Government Institutions Pension Fund money, which he claimed is being used to build houses in South Africa while Namibia has problems of its own.

Sheya further took a swipe at parliamentarians who are not in support of the national budget, describing it as wrong and adding that such actions are crippling the country.

Instead, he believes that shortcomings must be identified, as should be opportunities and strengths, where necessary from both the government and opposition parties.
