DIRECTOR of Elections, Phillemon Kanime, has urged political parties and associations taking part in tomorrow’s Local Authority elections to abide by the Code of Conduct that they have signed.
The Code of Conduct bars political parties, associations or their members from intimidating the opposition. It stipulates that all allegations of intimidation and other unlawful conduct should be brought to the attention of the Police and the Electoral Commission of Namibia at places where they occur. All political parties and associations have pledged not to intimidate or incite people or use weapons. The parties have agreed to establish lines of communication and appoint liaison personnel who will constantly be on call to deal with any problems that may arise. The parties have also undertaken to refrain from using public address systems, either fixed or mobile, between 21h00 and 07h00 tomorrow as this may constitute a public nuisance. The Code of Conduct also stipulates that speakers at political rallies may not use language which incites violence in any form against any other person or group of persons, while parties may not issue pamphlets, newsletters or posters which contain material which incites people to violence. It bars party members and supporters from disrupting other parties’ rallies, meetings, marches or demonstrations and from obstructing others from attending political rallies held by other parties, or destroying their campaign material. It urges all leaders to ensure reasonable freedom of access by all parties to potential voters, including those at farms, and on State-owned property, after work hours.
