Did Cabinet Plagiarise The Hero?

I WAS just reading the article on proposed definition of a hero in Namibia by a Cabinet committee here http://www.namibian.com.na/2007/October/national/07BF544153.html and was somehow taken aback by the familiarity of the wording in the third paragraph.

It sounded like something I have seen somewhere before. Now I have an idea where I saw this: it was on Wikipedia, in its definition of a hero.Did the Cabinet committee lift text from the Wikipedia site verbatim, cut and paste style? Even if Wikipedia is a free access/free editing site, doesn’t this amount to plagiarism of the highest order? And by a committee comprising high ranking officials?
