Cuca shop offender must pay cow fine

A VILLAGER has been ordered to pay one cow, or N$600, by the Ombalantu Traditional Authority because her cuca shop was open during working hours.

Meme Nakavilu Amukuhu from Oshimengula village in the Ombalantu-Omusati Region fell foul of traditional law when she kept her cuca shop open during the morning. The Secretary to the Ombalantu Traditional Authority, Anna Shilimetindi, told The Namibian that the Authority, under the Chairmanship of Chief Oswin Mukulu, had recently passed a law that prohibited villagers from opening their cuca shops during morning working hours – especially at this time of the year when people should be working in their mahangu fields.Shilimetindi said that the Ombalantu Traditional Authority was sick and tired of people starting to rely on drought relief food.Because of the aid, people were being taught to depend too much on Government and were becoming reluctant to provide for themselves.Shilimetindi said villagers in the Ombalantu traditional area had been informed of the decision on cuca shops.Nonetheless, Amukuhu had opened her cuca shop in the morning.In terms of traditional law, N$600 is equal to one cow.According to Shilimetindi, Amukuhu admitted that she had been in the wrong and was prepared to pay the fine.The Secretary to the Ombalantu Traditional Authority, Anna Shilimetindi, told The Namibian that the Authority, under the Chairmanship of Chief Oswin Mukulu, had recently passed a law that prohibited villagers from opening their cuca shops during morning working hours – especially at this time of the year when people should be working in their mahangu fields.
