Council puts Zambezi chief back on ice

The Zambezi Regional Council has resuspended chief regional officer Regina Ndopu-Lubinda on full pay pending internal investigations into corruption charges involving N$1.2 million.

This follows her arrest by the Anti-Corruption Commission in October last year.

Council chairperson Bernard Sisamu announced the resuspension yesterday.

“In September last year, the council resolved to suspend Ndopu-Lubinda.

However, the suspension was voided due to the fact that all council members were not present, and we did not serve her with the official suspension letter,” he said.

Sisamu said Ndopu-Lubinda’s suspension is a precautionary administrative measure intended to allow for the completion of internal investigations without interference.

Ndopu-Lubinda was suspended with immediate effect with full pay and benefits on 30 December.

Sylvester Simwanza, the director of general services at the regional council, has been appointed as acting chief regional officer.

Ndopu-Lubinda, former Linyanti constituency councillor Ivan Kabunga, and Solo Mutelo, a teacher at Katima Mulilo Combined School, were arrested on corruption charges linked to a Zambezi Waterfront Tourism Park tender.

They have all been granted bail in an amount of N$50 000 each.
