Windhoek, 3 November 2025
Good morning,
We are convened here for the final sitting of the sixth National Council. I am deeply honoured to address this August house at a moment that marks the culmination of our collective journey and subsequently inserting a new historical chapter in our parliamentary democracy.
This session holds a particular significance as it marks the final leg of our term of office, 2020 to 2025. Let us make use of these final moments as an opportunity to reflect and to consolidate the work that will define the sixth National Council.
During this session we are expected to deliberate on the appropriation amendment bill, a matter of national significance. Our debate on this bill should reflect our collective commitment to prudent financial management and developmental imperatives.
In addition, we shall give due consideration to the reports of the standing committees and inter-parliamentary organs. These reports reflect the diligent oversight, policy scrutiny, and stakeholder engagements that define the work of this council during the 2025/26 financial year.
The sixth National Council has distinguished itself as a pillar of legislative scrutiny, advancing the voices of our regions, strengthening the law making processes, and championing inclusive development.
Through robust debate, strategic inquiry, and tireless constituency work, we have upheld the values of accountability, transparency, and service delivery. Thank you for being part of these noble responsibilities.
As we peacefully turn our attention to the legislative matters before us, we should do so while thinking of the men, women and children on the globe that are in conflicts due to the wickedness of the world. Let us think of the helpless nations that are affected by the scourge of war caused by other nations.
This country is in our hands. Therefore, everything we do in or outside the chamber, as legislators, we should within the realm of our principle law by striving for peace through nurturing a peaceful nation.
Our debates must continue to embody the spirit of inclusivity and national interest that has characterised this house throughout its tenure. Let this final sitting be testament to our shared commitment to the Namibian people and to the enduring legacy of this council.
With these remarks, it is now my honour and privilege to declare the 17th and the final session of the sixth National Council officially open.
I thank you.
