Two men accused of kidnapping

WALVIS BAY – The fate of legal proceedings against two men, Roedolf Carstens and Steven Visagie, who are accused of kidnapping a woman and a boy at Walvis Bay in January, is still awaiting a decision by the Prosecutor General.

The accused allegedly tied up Santelle Garces (age not given) and placed her in the boot of a motor vehicle, which was then driven off to Elago flats at Walvis Bay.
