BLACKOUTS experienced in some parts of Windhoek on Tuesday evening were caused by a technical fault, the City of Windhoek’s spokesman said yesterday.
Ndangi Katoma told The Namibian that the city lost one transformer and had to shift the entire load to other transformers.
