THE editorial last week regarding the Tender Board advert (and repeated in the New Era newspaper recently) regarding unskilled and semi-skilled labour for government construction tenders refers.
The wording of the notice says that such labour ‘shall be sourced from within Namibia’.If the Tender Board is trying to provide work opportunities for Namibians (which I wholeheartedly support) surely the wording in Government tenders should be for unskilled and semi-skilled labour to be Namibian citizens? To source such labour from within Namibia changes nothing – the labour on the building site can still be Chinese, Zambian, Angolan, etc. as long as it was sourced from within Namibia at the time of employment, and nothing will have changed? I believe that the matter should be clarified and the wording of the new Tender Board requirements be adjusted. However I wonder who will ‘police’ this requirement and make random checks on building sites throughout Namibia to ensure that it is being complied with?
