IN an effort to address skills shortages and the negative attitude of some staff towards their duties, the Ministry of Education on Wednesday launched a programme to try and enhance productivity.
Explaining the need for the Capacity Building System (CBS) during a short presentation, Maina Muriithi, the South African-based consultant who helped set up the programme, said while certain jobs required certain skills, often the people employed to fill those jobs lacked a number of these skills.
