If there is, could they confirm that the many deaf beggars sneaking up to drivers in parking lots in Windhoek (e.g. Maerua Mall, Wernhill Park and Town Square Parking lots) are indeed part of the societies and or organisations they say they are members of?
They all carry some wrinkled piece of paper in a plastic folder, with a photo of themselves and a few signatures, but somehow I don’t buy it. And we are seeing more and more of them these days?
