Omuthiya and Otjinene to be proclaimed

THE Minister of Regional and Local Government, Housing and Rural Development announced on Monday that Otjinene in the Omaheke Region and Omuthiya in the Oshikoto Region will be proclaimed as local authorities during the 2007/2008 financial year.

To this end, the Ministry is currently busy with the provision of urban infrastructure in these two settlement areas. While motivating the budget of N$398 423 000 for the Regional and Local Government Coordination Programme in the National Assembly, Minister John Pandeni said Bukalo in the Caprivi Region, Divundu in Kavango Region as well as Oranjemund and Aussenkehr in the Karas Region are also being prepared for proclamation in the near future. He said the proclamation of Rosh Pinah has a long way to go due to the demand by the two investors for the land to be transferred to them Skorpion Zinc Limited and Rosh Pinah Zinc Mining have both developed residential and other properties at Rosh Pinah and now expect the land to be transferred to them free of charge as a gesture of cost recovery.”The Ministry remains seized with the matter and further consultation is necessary with all stakeholders,” Pandeni stated. He added that during the 2006/2007 financial year, Nkurenkuru was proclaimed as a local authority area and the Ministry is currently assisting with the establishment of the administrative structure of the council and the provision of relevant resources to the new town council.Meanwhile, the Minister expressed concern that poverty and high unemployment rates in most local authority areas remain a major challenge in the ministry’s efforts to uplift the standard of living of the Namibian people. He said many local authorities, particularly the villages, some towns and some Part II municipalities are experiencing difficulties in mobilising resources within their local communities and are therefore unable to meet their financial obligations.NampaWhile motivating the budget of N$398 423 000 for the Regional and Local Government Coordination Programme in the National Assembly, Minister John Pandeni said Bukalo in the Caprivi Region, Divundu in Kavango Region as well as Oranjemund and Aussenkehr in the Karas Region are also being prepared for proclamation in the near future. He said many local authorities, particularly the villages, some towns and some Part II municipalities are experiencing difficulties in mobilising resources within their local communities and are therefore unable to meet their financial obligations.Nampa
