THE Electoral Commission of Namibia has denied that it has created a new constituency in Caprivi. Deputy Director for Operations at the ECN, Theo Mujoro said no new constituencies or boundaries had been created since the organisation does not have the power to do so.
He said new constituencies and boundaries can only be created after recommendations by the Delimitation Commission.On Thursday the Rally for Democracy and Progress (RDP) said they were informed that a new constituency in Caprivi was presented to political parties by ECN co-ordinator in that region, Alfred Mbukusha. Mbukusha reportedly did it at a meeting on August 27 at the Exco Centre (government building) at Katima Mulilo.’The ECN has no mandate whatsoever to review, alter, demarcate or delimit boundaries of any constituencies or regions. It is thus not possible that Mr Mbukusha, the ECN regional co-ordinator for the Caprivi region created a new constituency boundary as alleged by the said political party,’ Mujoro said.He called on political parties to refrain from ‘misinforming the electorate for gratuitous political gain or carrying out acts that are tantamount to gerrymandering’ as they could be punished in terms of the Electoral Act.
