Lazy civil servants face the boot – Nahas Angula

PRIME Minister Nahas Angula says the Public Service Commission (PSC) must fire those civil servants who fail to deliver because ‘they are not in the business of cheating the public’.

Angula made the remark on Friday at his office when he addressed his staff for the first time this year. He said the public expected civil servants to provide services on time. Angula added that with the launch of the performance management system in Government last year, his office is going to implement a monitoring system so that performance targets are set and are met. He said all Government organs must have a strategic plan and they must be met. He said even cleaners would be required to meet performance targets.’We will be accountable for our actions or non-actions,’ he said, adding that efficiency is lacking and people do not spend the required number of hours doing actual work. He cited a recent example where the Ministry of Home Affairs was ordered by the High Court to give service. Angula said it was unacceptable that civil servants had to be ordered to give public service.He said the public sector was the largest economic unit in the country with a budget of more then N$20 billion annually. If the public sector was not functioning properly, then other sectors would not function at all, he added.
