Fees Issue Still Vexes

I am a second-year land management student at Polytech on a Government loan. Not only has my loan not been paid but the allocated amount is $4 000 short of covering my full tuition.We are living in fear for our future – who is to blame? The Government for not paying on time or the institution for barring students from writing exams?
