WINDHOEK – The small settlement of Doebra north of Windhoek has been cut off from the outside world by a river swollen after the good rains of the past two weeks.
Doebra, about 10 kilometres outside Windhoek, has a school, a hostel, a Roman Catholic Church, a clinic and shops.
