THE Chairperson of the Swakopmund ‘Youth Against Crime’ organisation has condemned the recent rape and killing of a two-year-old girl at Khorixas.
Hitjevi Kasuto said the incident had sent shockwaves through the country. “My request to all the parties in Parliament is to implement the death penalty in cases like this.How can a person who raped and killed a two-year-old girl continue to live in prison on my taxes?” Kasuto said in a press statement that he was aware that the Constitution did not provide for the death penalty.However, he added, if it had been possible to change some clauses before, it could be changed again for “this critical situation”.As an alternative, Kasuto suggested that rape offenders should be castrated.”Do we have to wait until the situation gets worse before we act?” Citing more examples of rape incidents in recent months, Kasuto said the situation in the country was unhealthy.”People live in fear in an independent Namibia – is this what it should be like?
