‘Why not make a list of all the outstanding issues from the last budget announcement which have not yet been implemented and get them Gazetted? How can it take months for some decisions to take effect, while others can be Gazetted in two days? These outstanding issues include: transfer duties, raising the ceiling for tax relief on retirement annuities, raising the ceiling for retrenchment payouts.’
