A Vendetta Against Orphanage Visionary?

THE Peter Eneas Nanyemba Orphanage Home was a brainchild of Otto Mwandingi Kapia before he became Mayor of Ondangwa Town Council, to do something for these orphan children and victims of the scourge of HIV-AIDS.

It was thus decided by some of us who became Committee members of this Orphanage that Kapia submit an application to the Ondangwa Town Council. This was done and the Ondangwa Town Council allocated land for the construction of the Orphanage.The same visionary idea was also given to King Immanuel Kauluma Elifas of Ondonga who gave his blessing for this noble cause.During the early stages of application for land nothing was mentioned by the CEO about the fees for purchase of land, and we believed, it was Government policy to grant free lease to Non Profit Organisations which cater for humanitarian assistance to assist our Government to render humanitarian services to those who cannot help themselves.Firstly, in the initial stages, the Ondangwa Town Council was refusing to supply water so that contractors could start building.Why on earth must Ondangwa Town Council obstruct such a noble and humanitarian venture which will also boost the Ondangwa Town Council’s name locally and globally as being a town with leaders of vision to care for the orphans.The application to construct the Orphanage was never done behind closed doors.It was brought to the attention of the former Minister of Health and Social Services and registered as such with the relevant authority.All of a sudden the omnipotent Ondangwa Town Council became hot under the collar and declared that the previous Council’s resolutions were unconstitutional.Is this a vendetta against Mr Kapia personally or is he running too fast?
