Unfair Property Tax

CITY Fathers and all local authorities I have a concern to register about property tax on houses (family shelter).

Family houses that are their shelter are not income generating assets – one can only derive an income from it when you sell the house.
The property is regularly revalued over a period and the value of the houses increase to a price class that the current owners in the case of workers’ class and the pensioners would not even be able to afford to buy it at the newly valued price.
In addition to the increased value of the house the percentage of the property tax also increases.
In the case of the pensioners, our senior citizens who spent their productive life working for the country, they are faced with high property taxes for their houses.
Does that mean that they do not have a basic need like shelter just because the value of the houses increased though their income has remained constant or even decreased and thus they can no longer afford?
