In this vacuum the private sector – honest companies as well as the more mafia prone sector operating illegally – is given space to grow and increasingly to take over.
When the state is without muscle, democracy becomes dysfunctional. Citizens will rather opt for private security companies, private schools, private health care and for creating incomes... well, corruption and other crimes become the order of the day. I am sorry to say so but the succession within Swapo is about cosmetics: It is of no relevance whatsoever who will be the next president as this country is no longer run by a functional government.
