The Clerk’s Role Forgotten

 

PLEASE give me space in your very good daily publication to air a grievance. Firstly, the government agreed with Napwu and Nantu in January 2009 about the salary increases and other benefits over the 2009/2010 and 2010/2011 financial years, and all but one was done to date. That is the re-grading of the job category: Clerk.

This matter was supposed to be investigated and implemented, but we still haven’t received anything and the Prime Minister’s office and the unions can’t seem to agree to what the status is at this stage, two months before the end of the 2009/2010 financial year.  The Prime Minister must stop making irrelevant and goalless speeches about the Public Service, and he must sweep before his door first and foremost. The time it takes for a new appointee to be appointed is more than six months and an ordinary transfer from one ministry to another can take the same time, even though the person is already in the Public Service. The Government ensures that management cadre get better benefits, increases, Performance management system is firstly implemented on the higher grades and they are the haves and we the have-nots.
Government or Public Service problem is that the red tape is kilometres long and no one seems to have a sense of urgency. I can tell you that I am one public servant who does his work on time and is overall not corrupt by stealing time and resources from Government, but I get very angry with the others who gives GRN officials such a bad name.
Can someone who knows anything about this re-grading, please respond, because the OPM and unions are hopeless.
